Snack Bar Cook
Recreation Center

Performs a full range of basic cooking tasks by preparing and cooking items requiring little or no processing, such as hamburgers, pizza, french fries. Cooks and prepares a variety of grilled or fried food. Required to place prepared items on counter or occasionally deliver them to customers within the Recreation Center area. Operates a variety of kitchen equipment such as oven, grill, broiler, deep fat fryer, slicing machine, etc. Ensures that adequate stock levels are maintained, requisitions merchandise and conducts periodic physical inventories. Weighs, measures, cooks and dispenses food items according to specific portion control and cooking specifications.

Maintains the security of the assigned work area, equipment and merchandise. May assist in training of new employees in food preparation, on the job safety practices and sanitation regulations regarding food storage. May assist in requisitioning food supplies from various sources. Maintains accurate food inventories and rotates stock items to prevent spoilage. Covers, dates and stores leftovers according to required procedures.

Ensures compliance with fire, safety, sanitation and security regulations. Cleans and maintains a neat and orderly work area. Receives food from vendors. Insures accuracy of invoices. Monitors expiration dates on products to ensure wholesomeness. Responsible for the proper use and cleaning of equipment, safety practices, personal hygiene and conformance with U.S. Navy sanitation requirements. If assigned to handle cash sales of snack menu items, employee may operate cash register and be responsible for own change fund. Performs other related duties as required. Work involves light to moderate physical effort such as continuous standing, walking, frequent stooping, reaching, pushing, pulling and bending. Frequent lifting or moving objects weighing more than 45 lbs. with the assistance of other workers. May be required to perform heavy work such as scouring and scrubbing equipment and floors, pushing heavy carts in unloading, storing and receiving supplies.

Qualifications:

Minimum six months experience. Ability to render decisions and to influence others in obtaining cooperation and assistance. Must be skilled in various phases of food service operations with specialized experience and training in snack bar food preparation. Knowledge of the operation of various kitchen equipment. Ability to operate a cash register. Simple arithmetic and ability to read instructions are required. Working knowledge of basic sanitation procedures. This incumbent is involved in one or more recreational activities such as: Military or community center activities, youth center activities, outdoor recreation activity, recreation craft centers and hobby shop, sports centers, music and theater center, gym, ticket and tours and /or other special services activities. May provide instruction, supervision, and necessary services to authorized patrons. Provides information concerning facilities and operation.

Ensures all regulation and safety procedures are observed. Monitors and checks the security of premises. May assist in maintaining routine reports and/or perform clerical, collection of monies, custodial, and /or general maintenance duties as needed. May receive loaned out items, visually inspects for obvious damage and completeness, and notifies patrons and supervisor of damaged items. Qualifications:

Serves as part of the unit commander’s Family Readiness Command Team, which guides the unit’s efforts in assisting Marines in attaining personal and family readiness. The unit commander establishes the priorities and direction of the Unit Family Readiness Program and the FRO is the primary staff member responsible for carrying out the commander’s vision and intent.

Implements the Unit Family Readiness Program in its mission to support individual Marines in attaining family readiness. Support to families shall encompass Marines, spouses, children, and designated parents/extended family members of Marines. Conducts proactive outreach, rapport development and multi-faceted communication efforts to facilitate meaningful two-way communication between the command and its Marines and families. Supervises Deputy FROs and family readiness volunteers to include: assigning and distributing work, providing guidance to get work started, setting work pace, demonstrating work methods, ensuring worksite materials and tools are available to complete work, reporting workplace injuries immediately to the immediate or higher level supervisor, and to the Human Resources office; following up and inspecting completed work, meeting productivity goals, ensuring employees follow security, safety and housekeeping rules, conducting on-the-job training, coaching, counseling, tutoring, and mentoring employees; recommending and completing volunteer hire and removal actions, completing performance reviews, recommending volunteer awards, verifying timekeeping logs, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

Prepares and distributes official information via the mass communication system, Unit Family Readiness Program Newsletter, official unit website, unit toll-free phone numbers, and other media. Monitors and analyzes usage patterns for communications methods, to include Marine Online Readiness Roadmaps.

Partners with PAO as appropriate. Distributes marketing materials developed and provided by HQMC and/or MCCS. Develops and implements Unit Family Readiness Program communication plan of action and milestones, to include awareness marketing.

Drafts speeches and strategic communications messages as required. Delivers briefs and presentations as needed (from General Officer to family member level).

Provides Marines and designated family members with official command communication and Information and Referral (I&R) services for emerging challenges.

In providing I&R services, establishes and maintains contact with other organizations, including but not limited to, MCCS, Marine and Family Services, Marine Corps Family Team Building, MCCS Area Coordinator, and other on-base and off-base resources. Communicate purpose and extent of the family support programs to Marines and extended family members. Actively encourage family member use of available resources and programs.

Plans, coordinates and executes administrative and logistical requirements, in partnership with the MCCS Area Coordinator, MCFTB, or other applicable entities for Unit Family Readiness Program events such as Family Days, pre-, during and post-deployment events, and others as required.

Coordinates and attends Family Readiness Command Team meetings. Attends closing ceremonies for MCFTB trainings/sessions and volunteer appreciation events related to unit Marines and family members.

Assesses family readiness training and education needs of unit Marines and families, and coordinates MCCS support to meet those needs. Establishes training schedules and coordinates delivery of training.

Welcomes new families to the unit, establishing a relationship and providing information regarding the many resources available. Supports activities that build unit cohesion and a sense of community among the unit families. Assures Marines who are required to establish a Family Care Plan (FCP) have completed one that is executable. Explains the purpose and intent of the requirement and assists them in the completion of the FCP.

Establishes and maintains liaison with, and serves as a mentor to, subordinate unit FROs. Assists in the development, implementation, and evaluation of subordinate Unit Family Readiness Programs. Conducts periodic assessments of subordinate units' personal and family readiness programs and provides appropriate recommendations for improvements.

Marines and their family members through use of an established assessment tool will provide feedback to the commander, for consideration for performance appraisal, regarding program effectiveness and effective use of resources.

Minimum Qualifications:

Bachelor’s degree preferred or four years related experience, demonstrating a high degree of interpersonal communication and analytical skills to adapt and respond to diverse situations unique to the military lifestyle.

Installation Sexual Assault Prevention and Response Program Manager,

Administers and oversees implementation and management of a Sexual Assault Prevention and Response (SAPR) Program for Marine Corps Recruit Depot and Western Recruiting Region (MCRD/WRR) including those commands that fall under TCOM and MCRC. The SAPR Program will have an integrated and transparent response capability with system accountability for sexual assault care. Independently oversees day-to-day operation of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, that require combined resources of divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives. Monitors project activities and resources to mitigate risks that can have far reaching affects on operations and/or large groups of people.

Serves as the consultant and advisor on SAPR to MCRD/WRR and tenant commanders on requirements for institutionalizing the Marine Corps SAPR Program and ensures that victims receive appropriate, responsive and continuous care with timely access to appropriate services. Under supervision of the installation commander, maintains liaison with all commanders, military law enforcement, military criminal investigative organizations, uniform victim advocates, victim advocates, and unit Sexual Assault Response Coordinators (SARCs) to conduct ongoing assessment of consistency and effectiveness of the SAPR Program and service care system. Keeps the Installation Commander informed on: the status of the SAPR Program; issues, trends, areas needing improvement, effectiveness of local case management and installation climate.

Promotes the SAPR program by encouraging victims to come forward for services, and oversees development of community education campaigns promoting victim rights and advocacy services. Oversees development and maintenance of first responder system and assess victims’ needs. Serves as direct consultant for all sexual assault issues and may represent the installation Commander on committees, working groups, conferences and community meetings.

Develops and manages the installation’s prevention and support programming for sexual assault and provides professional advisory services and training to health care professionals, chaplains, judge advocates, law enforcement and representatives of community agencies concerning primary and secondary prevention programs. Oversees development of MCRD/WRR specific SAPR related training, and trains and documents appropriate training of all MCRD/WRR assigned SAPR first responders. Develops and plans programs, guidelines and budgets geared to the MCRD/WRR population and available support organizations.

Ensures proper utilization of the DoD sanctioned case management system, and ensures compliance with DON and USMC directives. Oversees execution of case management recommendations and ensures victims are provided with regular updates on case disposition.

Coordinates with command SARCs to establish and maintain arrangements (i.e., Memorandums of Agreement or Understanding (MOA/MOU) s, and/or Inter Service Support Agreements (ISSA) s to facilitate the timely exchange of information between installation victim support agencies and other commands/activities on cases involving sexual assault of Marines and sailors detailed to Marine organizations. Coordinates with Training and Headquarters Marine Corps (HQMC) Sexual Assault Prevention and Response Office to update the Marine Corps Common Skills Manual sexual assault curriculum as necessary.

Coordinates with military treatment facilities (MTF) and with Naval Criminal Investigations Service (NCIS) to monitor medical and investigative personnel compliance with DoD policy regarding training of providers, treatment of sexual assault victims and handling of evidence i.e., conduct of the Sexual Assault Forensics Examination (SAFE) and processing of the sexual assault evidence kit according to protocol.

Coordinates with the Staff Judge Advocate (SJA), trial and defense counsel to: ensure compliance with required baseline training on special concerns and issues surrounding sexual assault victims, assist with execution of the Victim and Witness Assistance Program (VWAP), and monitor VWAP councils, Victim Witness Liaison Officers (VWLO) and Victim Witness Assistance Program (VWAP), VWAP councils, VWLO and Victim Witness Assistance Coordinators (VWAC), and address the special concerns and issues surrounding sexual assault victims. Establishes protocol for collection of data for input into the Sexual Assault Incident Reporting Database (SAIRD) and the Defense Case Record Management System (DCRMS) as appropriate.

Ensures that all MCRD/WRR assigned SARCs document the services referred to and/or requested by victims from time of initial response. Collaborates with legal representatives to assess potential impact of state laws governing reporting requirements for adult sexual assault. Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events. Collaborates with local community crisis counseling centers, as needed, to augment or enhance their SAPR Program.

Serves as chairperson of MCRD/WRR multi-disciplinary case management group. Conducts annual sexual assault awareness and prevention training to include coordination and documentation of SARC and UVA training and maintains a calendar of ongoing sexual assault prevention and response training for MCRD/WRR personnel, unit leaders and deploying personnel. Writes reports, assessments of installation training and program evaluation needs, articles, and speeches to advertise and articulate the program’s goals, strategies and achievements.

Performs complex work and reporting involving application of a legal, regulatory, body of knowledge to: varied sexual assault incidents, counseling and medical support situations, law enforcement actions, records and database management requirements, and training under the cognizance of the Marine Corps.

Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Notifies the higher level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information. Evaluates confidentiality and reporting requirements that could cause inappropriate release or disclosure of victim’s identity and/or personal information, and issues that may require an evaluation of the possibility of legal action and the affect of potential adverse administrative action by the Marine Corps or other agencies.

Develops and implements protocol to evaluate attainment of program goals and objectives, and compliance with DoD, DON, and USMC policy with emphasis on quality analysis of MCRD/WRR procedures, database management, victim support services and regulatory compliance.


Minimum Qualifications:

Completion of a four year degree in behavioral health or social science; four years of experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences equivalent to a major in the field and skill to: apply specialized knowledge of laws, regulations, and executive orders to issues relating to victim advocacy, sexual assault and other acts of interpersonal violence. Creditable, specialized experience with social services delivery systems, concepts, principles and theories relating specifically to sexual assault, victim advocacy and other acts of interpersonal violence. Knowledge of a wide range of social science and social work principles, concepts and practices relating to the prevention of and response to sexual assault or other acts of interpersonal violence; comprehensive knowledge of program requirements and procedures, help techniques for sexual assault programs; comprehensive knowledge of various techniques of instruction in providing meaningful learning experiences and how to design methods of evaluation to measure effectiveness.
